Por shpeshher\u00eb, ato jan\u00eb v\u00ebshtir\u00eb t\u00eb identifikohen pas p\u00ebrfundimit t\u00eb projektit, pasi pozicionet e reja p\u00ebrfshijn\u00eb elemente q\u00eb \u201czhyten\u201d n\u00eb struktur\u00eb&nbsp; si beton, izolim apo instalime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb hetim i pavarur teknik do t\u00eb mund t\u00eb v\u00ebrtetonte n\u00ebse pun\u00ebt shtes\u00eb jan\u00eb realisht t\u00eb kryera, apo n\u00ebse nj\u00eb pjes\u00eb e tyre jan\u00eb&nbsp;<strong>shtesa fiktive<\/strong>, t\u00eb cilat fryjn\u00eb vler\u00ebn e p\u00ebrgjithshme t\u00eb projektit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fakti q\u00eb brenda nj\u00eb viti kan\u00eb dal\u00eb pun\u00eb shtes\u00eb n\u00eb vler\u00eb prej gati 240 mij\u00eb euro, tregon p\u00ebr nj\u00eb munges\u00eb t\u00eb planifikimit t\u00eb mir\u00ebfillt\u00eb teknik. Pun\u00ebt shtes\u00eb t\u00eb tilla shpesh lindin si pasoj\u00eb e projektimit t\u00eb mang\u00ebt, ndryshimeve gjat\u00eb zbatimit ose mosp\u00ebrputhjes mes projektit dhe gjendjes reale t\u00eb terrenit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Por p\u00ebr momentin, mbetet fakt q\u00eb&nbsp;<strong>vlera e projektit p\u00ebr objektin administrativ t\u00eb Komun\u00ebs s\u00eb Shtimes<\/strong>&nbsp;ka kaluar nga&nbsp;<strong>2.49 milion\u00eb euro n\u00eb rreth 2.73 milion\u00eb euro.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Si ishte zhvilluar procesi tenderit<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Demokracia.com,&nbsp;<a href=\"https:\/\/demokracia.com\/komuna-e-shtimes-dhe-procesi-i-dyshimte-i-ndertimit-te-objektit-te-ri-2-5-milionesh\/\" target=\"_blank\" rel=\"noreferrer noopener\">kishte raportuar se<\/a>, m\u00eb 12 shkurt 2024, Komuna e Shtimes kishte hapur tenderin me vler\u00eb prej 2.5 milion\u00eb eurosh p\u00ebr nd\u00ebrtimin e objektit t\u00eb ri. Shum\u00eb kompani patwn shkakruar dosjen e tenderit, nd\u00ebrsa dy prej tyre menj\u00ebher\u00eb pat\u00ebn b\u00ebr\u00eb k\u00ebrkes\u00eb p\u00ebr rishqyrtim, duke pretenduar se jan\u00eb vendosur kritere t\u00eb kund\u00ebrligjshme. Pavar\u00ebsisht k\u00ebtyre pretendimeve, komuna e Qemajl Aliu i kishte hedhur posht\u00eb ankesat. Nj\u00eb nga kompanit\u00eb m\u00eb pas paraqiti ankes\u00eb n\u00eb Organin Shqyrtues t\u00eb Prokurimit (OSHP), por befasisht u t\u00ebrhoq nga ankesa, duke l\u00ebn\u00eb dyshime p\u00ebr q\u00ebllimet e saj dhe p\u00ebrse ky proces po zhvillohej pa rregull. T\u00ebrheqjen e miratoi OSHP dhe e lejoi komun\u00ebn q\u00eb t\u00eb vazhdoj\u00eb tutje (<a href=\"https:\/\/demokracia.com\/wp-content\/uploads\/2024\/09\/Vendimi_TH_2024-0567.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Vendimi)<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/demokracia.com\/wp-content\/uploads\/2024\/09\/terheqje.jpg\" alt=\"\" class=\"wp-image-816114\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Pas t\u00ebrheqjes s\u00eb k\u00ebsaj ankese, Komuna e Shtimes vazhdoi me vler\u00ebsimin e tenderit, ku n\u00eb gar\u00eb mbet\u00ebn vet\u00ebm tri kompani. P\u00ebr kontrat\u00eb \u00ebsht\u00eb rekomanduar grupi i operator\u00ebve ekonomik\u00eb:&nbsp;<a href=\"https:\/\/demokracia.com\/wp-content\/uploads\/2024\/09\/Vendimi-i-AK-55.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cXhemshir Sejdija B.I\u201d, \u201cTala Engineering Shpk\u201d, \u201cB-Bardhi Shpk\u201d, dhe \u201cCivil Eng Shpk\u201d<\/a>. Oferta e p\u00ebrzgjedhur p\u00ebr kontrat\u00eb ishte vet\u00ebm 4000 euro n\u00ebn pragun e tenderit, n\u00eb vler\u00ebn e sakt\u00eb prej 2,495,831.10 euro, shkruan Demokracia.com.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/demokracia.com\/wp-content\/uploads\/2024\/09\/njiftim-per-dhenie.jpg\" alt=\"\" class=\"wp-image-816117\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>T\u00ebrheqja e dyshimt\u00eb nga ankesa<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Para hapjes s\u00eb ofertave, kompania \u201cLimitproject\u201d, n\u00eb pron\u00ebsi t\u00eb Lulzim Zar\u00ebs, parashtroi ankes\u00eb n\u00eb OSHP, duke pretenduar se jan\u00eb vendosur kritere t\u00eb paligjshme. Megjithat\u00eb, brenda disa dit\u00ebsh, kjo kompani e t\u00ebrhoqi ankes\u00ebn pa dh\u00ebn\u00eb asnj\u00eb arsye t\u00eb qart\u00eb. Ky veprim ngriti pik\u00ebpyetje, sidomos duke pasur parasysh q\u00eb \u201cLimitproject\u201d \u00ebsht\u00eb kontraktues i madh nga Qeveria Kurti. T\u00ebrheqja e tyre mund t\u00eb ket\u00eb qen\u00eb nj\u00eb manov\u00ebr taktike, duke i l\u00ebn\u00eb rrug\u00eb t\u00eb hapur Komun\u00ebs s\u00eb Shtimes q\u00eb t\u00eb n\u00ebnshkruaj\u00eb kontrat\u00eb me kompanit\u00eb e tjera.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kompania \u201cLimitproject\u201d \u00ebsht\u00eb fituese e disa tender\u00ebve t\u00eb m\u00ebdhenj t\u00eb Qeveris\u00eb Kurti, si\u00e7 d\u00ebshmohet nga E-Prokurimi. Ajo ka fituar tender\u00eb t\u00eb Ministris\u00eb s\u00eb Arsimit dhe Kultur\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edhe me ministrin\u00eb e Faton Pecit, po ashtu, p\u00ebr \u201c<a href=\"https:\/\/demokracia.com\/peci-deshiron-ti-zhduk-gjurmet-e-haradinajt-nga-ish-selia-e-aak-se-ben-gati-tenderin-360-mije-euro-per-ta-renovuar\/\" target=\"_blank\" rel=\"noreferrer noopener\">Renovimi i objektit t\u00eb MBPZHR-s\u00eb n\u00eb Ulpian\u00eb Prishtin\u00eb p\u00ebr pjes\u00ebn q\u00eb aktualisht \u00ebsht\u00eb p\u00ebr shfryt\u00ebzim nga MBPZHR\u201d, n\u00eb nj\u00eb vler\u00eb prej 359,827.85 euro.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Kritere t\u00eb kontestuara<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebr kriteret q\u00eb kompania \u201cLimitproject\u201d pretendon se ishin t\u00eb paligjshme, p\u00ebrfshihet k\u00ebrkesa p\u00ebr nj\u00eb inxhinier nd\u00ebrtimi me fokus n\u00eb infrastruktur\u00eb rrugore, nd\u00ebrsa objekti \u00ebsht\u00eb nj\u00eb nd\u00ebrtes\u00eb administrative. Nj\u00eb tjet\u00ebr k\u00ebrkes\u00eb ishte p\u00ebr nj\u00eb inxhinier t\u00eb emergjencave me nivelin master, nj\u00eb kriter q\u00eb u konsiderua kufizues dhe i panevojsh\u00ebm. K\u00ebrkesa t\u00eb tjera p\u00ebrfshinin pajisje t\u00eb ve\u00e7anta, t\u00eb cilat vet\u00ebm nj\u00eb num\u00ebr i kufizuar i kompanive mund t\u2019i plot\u00ebsojn\u00eb, duke krijuar nj\u00eb situat\u00eb monopoli t\u00eb mundsh\u00ebm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">K\u00ebto kritere jan\u00eb nj\u00eb shembull i asaj q\u00eb shpesh ndodh n\u00eb proceset e tenderimit n\u00eb Kosov\u00eb, ku autoritetet kontraktuese vendosin k\u00ebrkesa t\u00eb cilat kufizojn\u00eb konkurrenc\u00ebn e lir\u00eb. P\u00ebr rrjedhoj\u00eb, ato kompani q\u00eb nuk i plot\u00ebsojn\u00eb k\u00ebto kritere t\u00eb dyshimta mbeten jasht\u00eb gar\u00ebs, duke ia l\u00ebn\u00eb hap\u00ebsir\u00ebn vet\u00ebm nj\u00eb grupi t\u00eb ngusht\u00eb t\u00eb favorizuar.
