P\u00ebrve\u00e7 munges\u00ebs s\u00eb p\u00ebrkrahjes n\u00eb investime kapitale edhe bashk\u00ebpunimin nuk e kan\u00eb korrekt me nivelin qendror\u202622 komuna k\u00ebt\u00eb vit do t\u00eb ken\u00eb mang\u00ebt mjete financiare p\u00ebr investime kapitale t\u00eb reja. Gjithashtu, mjete buxhetore t\u00eb cilat ndahen drejtp\u00ebrdrejt nga qeveria. P\u00ebr k\u00ebt\u00eb udh\u00ebzim administrativ, Ibrahimi thot\u00eb se nuk ka baz\u00eb ligjore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ai tregon se komunat jan\u00eb n\u00eb proces t\u00eb hartimit t\u00eb buxhetit komunal p\u00ebr 2025, p\u00ebr \u00e7ka thot\u00eb se pritet deri n\u00eb fund t\u00eb korrikut apo fillim t\u00eb gushtit t\u2019i pranojn\u00eb limitet buxhetore t\u00eb shpenzimeve.
