Po ashtu, raporti ka zbuluar mang\u00ebsi t\u00eb r\u00ebnd\u00ebsishme n\u00eb menaxhimin dhe furnizimin me barna dhe material mjek\u00ebsor p\u00ebr FSK-n\u00eb, duke ngritur shqet\u00ebsime t\u00eb m\u00ebdha mbi vonesat n\u00eb furnizime, mosrespektimin e procedurave t\u00eb menaxhimit t\u00eb pasuris\u00eb dhe nj\u00eb planifikim joefektiv t\u00eb stoqeve t\u00eb barnave, t\u00eb cilat \u00e7ojn\u00eb n\u00eb asgj\u00ebsimin e barnave pa afat, shkruan Demokracia.com.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raporti i auditorit zbulon se Ministria e Mbrojtjes, p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb buxhetit ka aplikuar kompensimin me dit\u00eb pushimi n\u00eb vend t\u00eb pages\u00ebs monetare p\u00ebr ushtar\u00ebt. Megjithat\u00eb, \u00ebsht\u00eb konstatuar se nuk ekziston nj\u00eb procedur\u00eb e shkruar p\u00ebr t\u00eb rregulluar m\u00ebnyr\u00ebn e kalkulimit t\u00eb kompensimit t\u00eb pun\u00ebs jasht\u00eb orarit me dit\u00eb pushimi. Ky boshll\u00ebk procedural ka \u00e7uar n\u00eb devijime t\u00eb shumta, ku pjes\u00ebtar\u00ebt e FSK-s\u00eb q\u00eb kujdestarojn\u00eb gjat\u00eb nat\u00ebs apo fundjavave kompensohen vet\u00ebm me nj\u00eb dit\u00eb pushimi edhe kur kujdestaria zgjat 24 or\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/zka-rks.org\/cms\/ReportFiles\/2024_3e56ab15-74c1-4706-a3b3-31b5d47aa559.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cLigji p\u00ebr Pagat n\u00eb Sektorin Publik, Neni 36 p\u00ebrcakton se zyrtar\u00ebt publik\u00eb dhe kategorit\u00eb e tjera t\u00eb t\u00eb pun\u00ebsuarve q\u00eb paguhen nga buxheti i shtetit p\u00ebrfitojn\u00eb kompensim n\u00eb vler\u00eb monetare apo me pushim p\u00ebr pun\u00ebn me kujdestari, pun\u00ebn gjat\u00eb nat\u00ebs dhe jasht\u00eb orarit t\u00eb pun\u00ebs, pun\u00ebn n\u00eb fundjav\u00eb, pun\u00ebn n\u00eb dit\u00ebt e festave zyrtare. Por, edhe mund t\u00eb k\u00ebrkojn\u00eb nga pun\u00ebdh\u00ebn\u00ebsi q\u00eb n\u00eb vend t\u00eb kompensimit n\u00eb pag\u00eb, kompensimi t\u00eb b\u00ebhet me dit\u00eb pushimi. Nd\u00ebrsa, Rregullorja (MM) Nr. 10\/2019 p\u00ebr Orarin e Pun\u00ebs n\u00eb Forc\u00ebn e Siguris\u00eb s\u00eb Kosov\u00ebs p\u00ebrcakton se orari i plot\u00eb i pun\u00ebs zgjat dyzet (40) or\u00eb n\u00eb jav\u00eb ose tet\u00eb (8) or\u00eb n\u00eb dit\u00eb, si dhe pjes\u00ebtar\u00ebt e FSK-s\u00eb jan\u00eb t\u00eb obliguar t\u2019i p\u00ebrmbahen k\u00ebtij orari. Orari i pun\u00ebs p\u00ebr pjes\u00ebtar\u00ebt e FSK-s\u00eb \u00ebsht\u00eb prej or\u00ebs 08:00 deri n\u00eb or\u00ebn 16:00, prej t\u00eb h\u00ebn\u00ebs deri t\u00eb premten. Ministria n\u00eb munges\u00eb t\u00eb buxhetit e aplikon kompensimin me dit\u00eb pushimi. Gjat\u00eb analizimit t\u00eb pun\u00ebs jasht\u00eb orarit t\u00eb pjes\u00ebtar\u00ebve t\u00eb FSK-s\u00eb q\u00eb e ushtrojn\u00eb k\u00ebt\u00eb aktivitet kemi v\u00ebrejtur se kompensimi me dit\u00eb pushimi n\u00eb rastet kur mbahen kujdestari nuk \u00ebsht\u00eb i rregulluar me ndonj\u00eb procedur\u00eb t\u00eb shkruar mbi t\u00eb drejtat q\u00eb pjes\u00ebtar\u00ebve iu takojn\u00eb p\u00ebr pushim kur ata kujdestarojn\u00eb nat\u00ebn apo vikendeve. Nuk ka nj\u00eb procedur\u00eb t\u00eb shkruar q\u00eb specifikon se si kalkulohet puna jasht\u00eb orarit p\u00ebr tu kompensuar me dit\u00eb pushimi. Bazuar n\u00eb t\u00eb dh\u00ebnat e analizuara shihet se FSK e aplikon dh\u00ebnien e nga nj\u00eb dite pushim edhe n\u00eb rastet kur ata kujdestarojn\u00eb me nga 24 or\u00eb me arsyetimin e munges\u00ebs s\u00eb stafit<\/a>\u201d, thuhet n\u00eb Raportin e Auditmit p\u00ebr pasqyrat financiare t\u00eb Ministris\u00eb s\u00eb Mbrojtjes p\u00ebr vitin 2023 t\u00eb publikuar nga Zyra Komb\u00ebtare e Auditimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas auditorit, kompensimi jo i duhur qoft\u00eb financiar apo me dit\u00eb pushimi, p\u00ebrve\u00e7 q\u00eb ndikon n\u00eb motivim t\u00eb pjes\u00ebtar\u00ebve, gjithashtu paraqet rrezik q\u00eb ministria t\u00eb ballafaqohet edhe me padi gjyq\u00ebsore q\u00eb do t\u00eb kishin ndikim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Auditori rekomandon q\u00eb ministria t\u00eb hartoj\u00eb dhe t\u00eb miratoj\u00eb sa m\u00eb shpejt procedura t\u00eb shkruara p\u00ebr kompensimin e pun\u00ebs jasht\u00eb orarit me dit\u00eb pushimi. Kjo do t\u00eb ndihmoj\u00eb n\u00eb sigurimin e nj\u00eb zbatimi t\u00eb drejt\u00eb dhe t\u00eb barabart\u00eb t\u00eb ligjit dhe do t\u00eb kontribuoj\u00eb n\u00eb motivimin dhe mbrojtjen e t\u00eb drejtave t\u00eb pjes\u00ebtar\u00ebve t\u00eb FSK-s\u00eb. P\u00ebr m\u00eb tep\u00ebr, \u00ebsht\u00eb theksuar nevoja p\u00ebr nj\u00eb rritje t\u00eb buxhetit dhe t\u00eb personelit p\u00ebr t\u00eb p\u00ebrmbushur k\u00ebrkesat operacionale pa kompromentuar standardet e pun\u00ebs dhe t\u00eb drejtave t\u00eb pun\u00ebtor\u00ebve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mang\u00ebsit\u00eb n\u00eb menaxhimin dhe furnizimin me barna dhe material mjek\u00ebsor p\u00ebr FSK-n\u00eb<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ky raport ngre shqet\u00ebsime t\u00eb m\u00ebdha mbi vonesat n\u00eb furnizime, mosrespektimin e procedurave t\u00eb menaxhimit t\u00eb pasuris\u00eb dhe nj\u00eb planifikim joefektiv t\u00eb stoqeve t\u00eb barnave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas Nenit 2.1 t\u00eb kontrat\u00ebs p\u00ebr \u201cFurnizim me barna dhe material mjek\u00ebsor p\u00ebr nevojat e FSK-s\u00eb\u201d, vlera e kontrat\u00ebs \u00ebsht\u00eb 67,754 euro dhe afati kohor p\u00ebr dor\u00ebzimin e barnave \u00ebsht\u00eb 7 dit\u00eb nga data e l\u00ebshimit t\u00eb urdh\u00ebrblerjes nga Autoriteti Kontraktues. Megjithat\u00eb, analiza e auditorit ka zbuluar se nj\u00eb pages\u00eb prej 17,984 euro p\u00ebr k\u00ebt\u00eb kontrat\u00eb \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb kushte t\u00eb pap\u00ebrputhshme me kontrat\u00ebn. Urdh\u00ebrblerja u l\u00ebshua m\u00eb 09.11.2023, nd\u00ebrsa barnat u pranuan m\u00eb 07.12.2023, me nj\u00eb vones\u00eb prej 20 dit\u00ebsh, p\u00ebr t\u00eb cil\u00ebn nuk u aplikuan penalizimet e parashikuara n\u00eb kontrat\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pastaj, rregullorja e Ministris\u00eb s\u00eb Financave Nr. 02\/2013 p\u00ebr Menaxhimin e Pasuris\u00eb jo Financiare p\u00ebrcakton q\u00eb t\u00eb gjitha l\u00ebvizjet e pasurive jo financiare duhet t\u00eb mb\u00ebshteten n\u00eb dokumentacion t\u00eb sakt\u00eb dhe t\u00eb p\u00ebrdit\u00ebsuar. Raporti zbulon se menaxhimi i depos s\u00eb barnave t\u00eb FSK-s\u00eb nuk b\u00ebhet p\u00ebrmes sistemit elektronik e-pasuria. P\u00ebr pasoj\u00eb, dalja e barnave tek kampet apo pacient\u00ebt regjistrohet vet\u00ebm fizikisht, duke l\u00ebn\u00eb stokun n\u00eb sistemin e-pasuris\u00eb t\u00eb pandryshuar dhe duke krijuar nj\u00eb mosp\u00ebrputhje t\u00eb konsiderueshme n\u00eb inventar\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb tjet\u00ebr problem i r\u00ebnd\u00ebsish\u00ebm i evidentuar \u00ebsht\u00eb rritja e stoqeve t\u00eb barnave t\u00eb skaduara p\u00ebr shkak t\u00eb planifikimit dhe menaxhimit jo t\u00eb duhur. Nj\u00ebsit\u00eb k\u00ebrkuese shpesh b\u00ebjn\u00eb porosi pa pasur informata t\u00eb sakta mbi stokun ekzistues n\u00eb depo, \u00e7ka ka \u00e7uar n\u00eb rritjen e stoqeve t\u00eb skaduara dhe potencialisht n\u00eb kosto shtes\u00eb p\u00ebr asgj\u00ebsimin e tyre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVonesat n\u00eb liferimin e barnave ndikojn\u00eb q\u00eb pacient\u00ebt e trajtuar nga mjeku, nuk do t\u00eb ken\u00eb mund\u00ebsi t\u00eb marrin barnat n\u00eb koh\u00ebn kur ata kan\u00eb nevoj\u00eb p\u00ebr to.
